Environmental Justice: Examining the Environmental Protection Agency's Compliance and Enforcement of Title VI and Executive Order 12,898

This report examines whether the Environmental Protection Agency (“EPA”) is complying with its environmental justice obligations. Specifically, the Commission has reviewed EPA’s compliance with Title VI of the 1964 Civil Rights Act, the Executive Order on Environmental Justice and EPA’s use of the Resource Conservation and Recovery Act (which governs solid waste disposal and is also known as the Solid Waste Disposal Act) as an environmental justice tool to regulate the disposal of coal ash.
