This report examines the impact of criminal background checks and the EEOC’s conviction records policy on employment of black and Hispanic workers. 

The report is drawn from a briefing that the Commission held on December 7, 2012 that examined the effects of the EEOC's updated guidance policy on the use of conviction records by employers on African-American and Latino job applicants, with or without a criminal record.
