Assessing the Impact of Criminal Background Checks and the Equal Employment Opportunity Commission’s Conviction Records Policy

This report examines the impact of criminal background checks and the EEOC’s conviction records policy on employment of black and Hispanic workers. 

The report is drawn from a briefing that the Commission held on December 7, 2012 that examined the effects of the EEOC's updated guidance policy on the use of conviction records by employers on African-American and Latino job applicants, with or without a criminal record.
