Overrepresentation of COFA Migrants within Guam's Criminal Justice System

The Guam Advisory Committee (Committee) to the U.S. Commission on Civil Rights seeks to examine its criminal justice system, particularly the potential overrepresentation of Compact of Free Association (COFA) migrants within Guam’s criminal justice system. Specifically, from a civil rights perspective, the Committee will examine the extent to which there is a disproportionate amount of COFA migrants and whether discrimination based on race, color, disability status, national origin, age, religion, sex (incl. gender identity and sexual orientation), and/or familial status contributes to the potential overrepresentation of COFA migrants. The Committee intends to identify areas for improvement and develop recommendations accordingly.
