The School-to-Prison Pipeline in Georgia
The Georgia Advisory Committee seeks to examine factors impacting a school-to-prison pipeline for certain student populations in underserved communities. The Committee proposes studying: 1. Whether or not a public-school-to-prison exists in the State of Georgia; and if so, 2. Potential causal factors, including but not limited to civil rights policies, education policies, school discipline, community acculturation, and parental involvement.; 3. Public policy responses in education, civil rights enforcement, family/community engagement to combat the pipeline; 4. The efficacy of public policy and K12 policy responses, at the federal, state, and local levels, enacted to combat the pipeline (e.g. Restorative Justice, et al.). The scope of this project is limited to an examination of school-to-prison pipeline with a specific focus on (a) an analysis of school discretionary suspensions and out-of-school incarceration in Georgia’s public schools; (b) an analysis of discrimination, if any, based on race, color, age, disability, or other federally protected category; (c) the impacts of different discipline and criminal justice paradigms; and (d) relevant recommendations and areas for improvement.
