The Alexandria Human Rights Commission was established in 1975 with the passage of the Alexandria human rights ordinance. The ordinance prohibits discrimination based on race, color, sex, religion, ancestry, national origin, marital status, age, disability, familial status, or sexual orientation with respect to housing, employment, public accommodations, health or social services, credit, education, and city contracts. The Commission administers the provisions of the human rights ordinance. Some of the Commission's duties and powers are: receiving complaints about alleged unlawful discrimination, making findings of fact, issuing orders and making public the findings and orders, conducting studies and holding public hearings, and advising the City Manager and City Council.

The Commission enforces a local ordinance that prohibits discrimination in housing, employment, public accommodations, credit, private education, and commercial real estate, on the basis of race, national origin, color, marital status, sex, religion, age, disability, sexual orientation, or familial status.

The Commission was established by local government to improve relations for all people within the city. It is also responsible for implementing the fair housing ordinance for the city, and has the fair housing officer as its administrative assistant on staff.

The 15-member Commission, appointed by the City Council, has the following responsibilities: conduct research, receive complaints about alleged acts of discrimination, conduct studies and hold hearings, enforce provisions of the Fair Housing ordinance, and enforce the human rights ordinance for procurement of goods and services for contracts over $10,000 and with entities employing 15 or more persons.
