Established in 1965, the NEOC is authorized by statute to receive, investigate, and pass upon charges of unlawful discrimination in employment, housing and public accommodations, on the basis of race, color, religion, national origin, sex, age, disability, marital status, or familial status. The NEOC has offices in Omaha, Lincoln, and Scottsbluff.

The Department enforces the Human Rights Act. The act prohibits discrimination against individuals on the basis of marital status or age, in addition to the federally protected classes, in the areas of employment, real property, and public accommodations. Omaha has had an open housing ordinance since 1969.
