The Department investigates and resolves complaints alleging discrimination on the basis of race, color, religion, sex, national origin, age, disability, sexual orientation, marital status, and familial status; enforces antidiscrimination in employment, housing, and public accommodations; and administers the city's affirmative action program that ensures equal opportunity in city employment and practices.

The Office develops and implements affirmative action programs for employment for minority- and women-owned businesses and small businesses. It conducts educational programs on cultural awareness, diversity, gender, disability, sexual orientation, age, religion, etc. The Office also conducts conflict resolution (mediation) sessions to resolve conflict based on bias, and investigations into allegations of discrimination, both internal and external.
