Created in 1978 under the Civil Service Reform Act, the Board protects the employment rights of Federal Government workers. The Board serves four major functions: (1) hear employee appeals; (2) conduct studies of personnel systems throughout the Federal Government; (3) investigate accusations; and (4) review Office of Personnel Management regulations.
