The Bureau is responsible for promoting observance of human rights as a fundamental United States foreign policy objective. It gathers detailed information on the respect for and violation of human rights around the world, and through the Assistant Secretary, makes recommendations to the Secretary of State on these situations. It is also responsible for preparing and submitting to Congress annual reports on the human rights practices of all United Nations member countries.
